ProCosmicXy was started in the year 2007 by some (awesome) guy. He told some people and the site soon spread "like wildfire". For a supposedly anonymous person, a lot of people know who he is, though more know about the site.
ProCosmicXy is a free proxy that is operated somewhere in New Jersey. It has gone through 4 major revisions. At first it used CGIProxy, then PHPProxy, and finally Glype. We are confident that Glype is the best proxy script out there and we will continue to use it unless we find a better one. YouTube has been supported since Version 3 and will continue to be supported. Version 4 brought the completely revamped design that you see now. Ain't it pretty?
